Established in April 1995 by Haitian citizens with initial support from the Open Society Foundations, Fondasyon Konesans ak Libète (FOKAL), or Foundation for Knowledge and Liberty, is a pivotal organization in Haiti's development landscape. Initially centered on women's and human rights, education, and information access, FOKAL has expanded its scope to include sustainable development, culture, media, and youth initiatives. Led by Executive Director Michèle D. Pierre-Louis and later by Lorraine Mangonès, FOKAL obtained legal recognition in 1999 and a declaration of public utility in 2000. FOKAL targets marginalized groups like youth, civil society, smallholder farmers, and women, supported by a committed board and funding from entities like the W.K. Kellogg Foundation and the European Union.
The Strengthen Community-Based Food Production and Financing Initiatives Program (ScopFin), supported by the Citi Foundation, empowers impoverished sectors in 10 Haitian towns. By enhancing local food value chains and investing in women-led cooperatives, ScopFin addresses food insecurity through grants covering production costs and financial support for non-GMO seeds, livestock, and marketing. Its innovative data collection platform facilitates program monitoring and evaluation, ensuring sustainable impact and informed decision-making for future projects, thereby advancing food security in the region.
