The programme pioneers unconditional cash transfers to UK individuals experiencing homelessness, leveraging global evidence to unlock transformative potential in the current UK socio-economic climate.
The first of its kind in the UK, the Personal Grants Programme pioneers one-time, unconditional cash transfers to individuals with homelessness experiences, giving them agency and autonomy over how to exit homelessness and rebuild their lives with a one-off sum of money. Cash transfers have a strong evidence-base in other fields of social policy. We want to test their impact for people with current or recent experience of homelessness, and what sum of money might have the greatest relative impact and among which sub-groups of people. Once this is established, there is huge potential to scale this approach given its simplicity.
